COVID-19 AND FISCAL POLICY

Since the start the COVID-19 pandemic, almost USD 16 trillion has been pumped into the global economy, and governments are now rolling out second and third phases of support. With the introduction of vaccines, some countries can begin to get the pandemic under control and start investing in recovery. Most countries, however, are still grappling with the pandemic’s immediate health and socio-economic fallout, including its outsized impact on women. While the adoption of policy measures to prevent or respond to the surge in violence against women is more widespread, the social protection and jobs response has not adequately supported women’s economic security nor addressed care work or the financing of care services. This policy brief presents entry points for the application of gender-responsive budgeting to COVID-19 support and recovery packages. Drawing on country examples, this brief provides recommendations on the use of gender budgeting tools to identify gaps in policy responses and direct spending towards gender responsive COVID-19 measures.

Strengthening the Gender Report for Increased Accountability in Morocco

The 2019 review and redesign of the Gender Responsive Results-Based Budgeting Report (RBG), more commonly referred to as the "Gender Report," in Morocco has led to a series of recommendations for 2020. With support from UN Women Morocco, the review set out to strengthen GR content to ensure it is a strategic accountability tool for monitoring and evaluating public policies from a gender perspective. It focused on assessing the contribution of the GR to the implementation and monitoring of GRB in Morocco, as well as challenges, including the lack of joint ownership of GRB by ministerial departments and the limited use of sector-specific gender analyses. Starting next year, the Gender Report (GR) will be more standardized to make it easier for users to access and provide information. This will include a clearer drafting framework for contributing line ministries and alignment with a new analytical approach.

Sustainable Development Goal Indicator 5c1

Sustainable Development Goal (SDG) Indicator 5.c.1 “Proportion of countries with systems to track and make public allocations for gender equality and women’s empowerment” has been recently reclassified as Tier II by the Inter-Agency Expert Group on SDGs. The indicator measures progress towards Target 5c of the SDGs to “adopt and strengthen sound policies and enforceable legislation for the promotion of gender equality and the empowerment of all women and girls at all levels”. It links the policy and legal requirements for gender equality with resource allocations for their implementation. By tracking resource allocations, governments introduce deliberate measures into the planning and budgeting cycle to meet their gender policy objectives such as eliminating gender based violence or increasing women’s employment. By making these allocations public, governments commit to higher levels of transparency and accountability in budget decision making.

On the margins of the 2017 FfD Forum, the Permanent Mission of Ecuador and UN Women organized a side event "Transformative Financing for Gender Equality: Driving the Agenda Forward," bringing together high-level Member State representatives to build political support for increased financing for gender equality and women’s empowerment. The event featured interventions from Ecuador, the European Union, Costa Rica, Canada and South Africa and UN-Women. OECD Gender Budgeting Expert Meeting

The Working Party of Senior Budget Officials, as part of the Directorate of Public Governance of the OECD, convened an Experts Meeting on Gender Budgeting from 18 - 19 May 2017 in Reykjavik, Iceland. The meeting brought together senior budget officials from OECD and non-OECD countries, as well as multilateral organizations, to share experiences and promote cross-country learning on gender responsive budgeting. UN Women was invited to present its new methodology for SDG Indicator 5.c.1 which measures the “proportion of countries with systems to track and make public allocations to gender equality and women’s empowerment”. This SDG indicator has been developed by UN Women, UNDP and the OECD in the framework of the Sustainable Development Goals (SDGs) and will be crucial for countries to assess progress towards achieving SDG5.

Bringing together national governments, academics, multilateral organizations and civil society, the meeting, informed by a discussion paper by Diane Elson, proposed a refined methodology for Sustainable Development Goal (SDG) Indicator 5.c.1 and agreed the main components of the survey instrument.
GRB Course - UN Women Training Centre

Transformative financing for gender equality and women’s empowerment: Expectations from the Financing for Development process, 16 April New York
On the margins of the Second Drafting Session on the outcome document of the Third International Conference on Financing for Development (FfD), a joint side event was organized by UN Women in collaboration with the Swedish Government, OECD and Women's Working Group on the FfD. The Second Drafting Session, which took place in New York from 13 to 17 April, 2015 provided an opportunity to the delegations to provide their views on a Zero Draft outcome document prepared after the deliberations of the First Drafting Session earlier this year. The side event gathered key actors, including from government ministries, international financial institutions and the United Nations, testifying to the significant practical experiences as well as advances seen and gaps remaining in means and mechanisms ensuring gender equality and women’s empowerment.

Este evento paralelo exploró las opciones para financiar el nuevo conjunto de compromisos mundiales con la igualdad de género y los derechos de las mujeres basado en la propuesta del Grupo de Trabajo de Composición Abierta y en consideración del próximo informe del Comité Intergubernamental de Expertos en Financiación del Desarrollo Sostenible y, a la vez, reforzó el respaldo político para ello. Constituyó una oportunidad para que los gobiernos, asociados del desarrollo y la sociedad civil formularan recomendaciones sobre financiación para la igualdad de género de cara a las negociaciones intergubernamentales de la agenda para el desarrollo posterior a 2015 y en preparación de la Tercera Conferencia Internacional sobre la Financiación para el Desarrollo.
El fructífero caso de implementación de presupuestos sensibles al género en Marruecos
Marruecos posee una larga trayectoria de trabajo en presupuestos sensibles al género acompañado de una voluntad política sostenida de alto nivel para tratar la igualdad de género. Desde la adopción de la nueva ley económica en enero de 2014, las necesidades de las mujeres y las niñas se ven cada vez más reflejadas en el gasto público, mientras que las prioridades de género están incorporadas a todo el proceso presupuestario.
Primera Sesión Redactora del Documento Final de la Tercera Conferencia Internacional sobre la Financiación para el Desarrollo celebrada del 28 al 30 de enero
Como preparación para la Tercera Conferencia Internacional sobre la Financiación para el Desarrollo, se celebró la primera sesión redactora del documento final en Nueva York, entre el 28 y el 30 de enero de 2015. La sesión sirvió de oportunidad para que los gobiernos, las organizaciones multilaterales, la sociedad civil, el sector privado y otras partes interesadas pudieran intercambiar ideas y discutir propuestas para el documento final de la reunión en Addis. Con anterioridad a la sesión se preparó un documento que enuncia los elementos orientativos y las ideas normativas clave, que sirvieron de base para el debate.
Comunidad de Práctica (CP) de los Ministerios de Finanzas para la Igualdad de Género
ONU Mujeres y el Banco Mundial lanzaron la iniciativa mundial denominada Comunidad de Práctica (CP) de los Ministerios de Finanzas para la Igualdad de Género en las Reuniones Anuales de Primavera de 2014 del Grupo del Banco Mundial/Fondo Monetario Internacional. La iniciativa fue propuesta en primera instancia por la Ministra de Finanzas de Nigeria, Ngozi Okonjo-Iweala, en las Reuniones Anuales en octubre de 2013. La CP busca promover la financiación para la igualdad de género y conseguir presupuestos nacionales más efectivos que apoyen las oportunidades para las mujeres y las niñas. La CP promueve el aprendizaje e intercambio apoyando aquellos enfoques innovadores encabezados por los ministerios de finanzas.

El documental proporciona modos prácticos para lograr planes y presupuestos sectoriales con sensibilidad de género. El video recoge el trabajo ejemplar realizado en la India por el Departamento de Ciencia y Tecnología y el Departamento de Agricultura y Cooperación en el ámbito local (de la Unión). Las experiencias muestran de qué manera en dos sectores considerados “ajenos a las mujeres”, los temas de género fueron reconocidos y abordados por los programas y políticas del sector. En el ámbito del gobierno estatal, el documental cubre las iniciativas asumidas por la Junta de Planificación del Estado de Kerala y destaca los programas específicos de género en sectores como el Departamento de Obras Públicas y la Policía. Las OSC de Serbia exigen planes y presupuestos locales para la igualdad de género
Las OSC dirigidas por mujeres desempeñan una función crucial en los procesos de elaboración de presupuestos sensibles al género. La Asociación Fenomena (una OSC) de Serbia encabezó una iniciativa para reclamar una mejor prestación de servicios para las mujeres y las niñas en municipios y aldeas seleccionadas. La OSC trabajó con ocho organizaciones de mujeres de siete pueblos/municipios para incidir en los presupuestos y planes locales de un amplio abanico de sectores que afectan la vida de las mujeres. El análisis de los presupuestos municipales se efectuó para determinar si las mujeres y los hombres se beneficiaban con igualdad de las asignaciones presupuestarias.
Centros Regionales de Excelencia en PSG: Centros de Conocimientos sobre Planificación y Presupuestos Sensibles al Género
ONU Mujeres apoyó el establecimiento de Centros de Excelencia en Presupuestos Sensibles al Género en distintas regiones para promover el aprendizaje, la innovación y el intercambio en materia de PSG. Estos centros brindan conocimientos y herramientas esenciales y generan las capacidades técnicas de las autoridades gubernamentales para afianzar los presupuestos sensibles al género. Son tres los centros regionales establecidos a la fecha: Centro de Excelencia en PSG Marruecos; Centro de Excelencia en PSG para la Comunidad de Estados Independientes (CEI) y el Centro de Excelencia en PSG Mozambique.

La Tercera Conferencia Internacional sobre la Financiación para el Desarrollo prevista para julio de 2015 brinda la oportunidad crítica de garantizar que las estrategias de financiación sean capaces de cumplir los compromisos con la igualdad de género y el empoderamiento de las mujeres. Los derechos de las mujeres pueden ser incorporados al proceso de Financiación para el Desarrollo enfocándose en promover la igualdad de género a través del gasto público, la recaudación de ingresos, la responsabilidad por las inversiones del sector privado, seguimiento y evaluación y financiación directa. En paralelo a las sesiones oficiosas se llevó a cabo un evento sobre la financiación para el desarrollo que debatió acerca del modo en que esta financiación debe respaldar el logro de la igualdad de género y los derechos de las mujeres. El evento congregó a representantes de gobiernos del norte y el sur global y la sociedad civil. Hizo una importante contribución para generar la voluntad política y el impulso necesarios para la igualdad de género y los derechos de las mujeres entendidos como un pilar fundamental de la nueva agenda de la financiación para el desarrollo.
Fortalecimiento de los consejos locales en Camerún para atender las necesidades de las mujeres y las niñas
En Camerún, ONU Mujeres respaldó los esfuerzos para institucionalizar los presupuestos sensibles al género (PSG) en los consejos locales y fomentar la rendición de cuentas de los gobiernos locales. El proyecto reforzó las capacidades técnicas de los consejos locales para incorporar las prioridades de género a los procesos de planificación y presupuesto y forjar las capacidades de los grupos de mujeres para controlar e imponer en los consejos presupuestos basados en los resultados. En consecuencia, de 16 consejos locales, 10 adoptaron decisiones para incrementar la financiación para la igualdad de género y los 16 consejos establecieron Fundaciones de Mujeres para una Gobernabilidad con Inclusión (WOFIG, por su sigla en inglés) y Comités de Género, cuyas integrantes ocupan cargos políticos clave en la toma de decisiones locales, especialmente sobre asignación de recursos y presupuestos.
Andalusia Gender Impact Assessment Report on the 2018 Budget
The Government of Andalusia has presented, as part of its 2018 Budget Bill, its Gender Impact Assessment Report. The report is an ex ante evaluation of the resources that the Government of Andalusia allocates to the promotion of gender equality. The Report, together with G + Program and Gender Budgeting Audits, are the main elements of the Gender Budgeting strategy in the Andalusian region.

La organización de la sociedad civil AWID (Asociación para los Derechos de las Mujeres y el Desarrollo) trabajó en alianza con el Instituto del Tercer Mundo/Social Watch, economistas feministas, otras organizaciones por los derechos de las mujeres e institutos de investigación para crear un innovador indicador de desempeño, conocido como FundHer, para examinar la financiación aportada por los donantes y para abordar el panorama cambiante en la Cooperación para el Desarrollo.
Financing: Why it matters for women and girls?
(Cross posted on www.unwomen.org) From letting women have a say in where village water holes are built, to ensuring cash-transfer programmes benefit all, to making sure women have maternal health clinics nearby and can access them when the need arises – financing for gender equality is the means to ensure that women’s needs are met in development planning.Financing for development is about money. For development to reach people in all parts of the world, adequate financing is required so that commitments made by world leaders translate into action. For funds to benefit everyone equally and equitably, targeted efforts are often needed. For example, if women don’t have access to safe transportation or low-cost childcare, few will be able to take advantage of important social or vocational programmes.
