This paper discusses a wide range of issues related to the topic of gender budgets, including the concept of engendering budgets in relation to poverty, development, macro and micro level economics, the challenges to integrating gender into policy, as well as good governance among other issues. The objective of this report is to review and analyze the impact of the major sectoral programmes to identify some areas of intervention to better take into consideration the gender dimension in the design of public policies.Six new government departments which have adopted gender-sensitive budgeting are covered by the 2008 Gender Report, bringing their total number to 17 departments. Ethiopia has prioritized the advancement of gender equality through the development and implementation of the first National Policy on Women in 1993 followed by the promulgation of Constitution in 1995 that calls for equal rights of women, including Affirmative Action to bridge existing gaps. Ethiopia has revised gender discriminatory legal provisions in the Family Law and Penal Codes, showing a firm political commitment to gender equality and the advancement of women.
This paper explains what GRB is, what GRB work has help achieved and how it can further contribute to achieving gender equity and equality. The paper also presents some of the challenges of doing GRB work and concludes with a set of recommendations to institutionalize a gender equality perspective in public finance.
