Building Budgets from Below

The following document, a product of a UNIFEM supported program, is one of 7 analytical reports on Gender Responsive Budgets that were completed and published in the Follow the Money' Series, South Asia. The well-received reports, have been in wide demand by GRB practitioners from around the world. This initiative has also been highly influential in the increase of allocations reflecting women's priorities as well as the inclusion of women in the planning process of economic governance at the local level in India.

Action for Development (ACFODE) Experiences at the Local Level

The publication is comprehensive review of ACFODE of Uganda's gender budgeting experiences at the local level. Among some of the topics discussed in the newsletter are ACFODE's initiatives, mission, activities, lessons learnt, local level gender budget research and more.

Gender-Sensitive Local Auditing: Initiatives from India to Build Accountability to Women

This article from the World Bank Institute's Development Outreach Journal discusses the importance of citizen's efforts to audit directly the activities of development programs. The piece, which emphasizes that local accountability to the poor can be served in the form of gender-sensitive participatory planning, budgeting and auditing, provides examples from the Indian context.

Gender Responsive Budgeting in FYR Macedonia

This fact sheet was produced by UNIFEM in 2007 under the UNIFEM sub -regional programme "Gender-Responsive Budgeting in South East Europe: Advancing Gender Equality and Democratic Governance through Increased Transparency and Accountability launched in late 2006. The programme includes Albania, Bosnia and Herzegovina, Macedonia, and Serbia. In the Former Yugoslav Republic (FYR) of Macedonia, UNIFEM carried out a needs assessment of the budgetary processes and public finance reforms in October 2006.

Gender in Local Planning’. Guidebook for civil society organizations  

The manual is addressed to representatives of civil society and aimed at increasing their participation in the development of local development programs and gender mainstreaming in the process. The publication presents the steps to formulate a development plan at the district level and discusses methods of gender analysis of the situation. It also identifies key challenges and opportunities in planning and budgeting process and includes the main strategic directions of development and planning for implementation of the plan.
