This practical guide by Debbie Budlender and Guy Hewitt, based on experiences of past gender budget initiatives, provides a comprehensive outline of how to engender budgets. Intended for practitioners of any level, this gender budgets handbook provides insight based on past examples, while also relaying technical guidance needed to apply the concepts in most contexts.

This background paper was prepared by ECLAC and presented at the Regional Consultations on the Economic and Social Council Annual Ministerial Review on Key Challenges of Financing Poverty and Hunger Eradication in Latin America and the Caribbean, held in Brazil, 17-18 May 2007. This document analyses the challenges for development finance posed by current ODA trends. It also presents and examines the new financial instruments being proposed. The focus is on the Latin American and Caribbean context.

Recent reforms of aid delivery, most notably the Paris Declaration on Aid Effectiveness (2005), have provided new opportunities and mechanisms to translate donor and government commitments into improved practice results and impacts. Achieving internationally agreed development goals will however not be possible without progress on gender equality and women's empowerment. A the same time, implementing the Paris Declaration's overarching partnerships commitment is a powerful way of accelerating progress in Millennium Development Goal 3: gender equality and women's empowerment.

This is an extensive summary of a report published in Swedish in December 2006, which was produced and written mainly by Elis Envall, Senior Advisor and Annika Eriksson, PhD at the National Board of Health and Welfare, Sweden. The purpose of this study is to describe the total estimated costs to society violence against women may lead to, for instance, intervention by the police, absence from work, visits to medical centres and the social services. The perpetrator may be imprisoned, which would lead to direct costs for correctional treatment and indirect costs regarding a production loss.

Examining the resources needed to implement Security Council Resolution 1325 at national level as well as the gains, gaps and glitches of financing the women peace and security agenda. Over the last decade the policy environment on women, peace and security has gained significant momentum. The adoption of UN Security Council Resolution 1325 in 2000, the recent adoption of subsequent resolutions 1820, 1888 and 1889 and now the development of indicators for tracking the implementation of 1325 call for a moment of reflection.

This discussion paper was prepared following UNIFEM's sub-regional Consultations on gender equality and aid effectiveness held in various countries in Africa in 2006-2007 (Burundi in July 2006, Djibouti in November 2006, Ghana in November 2006 and Zambia in July 2007). The consultations brought together representatives from governments, donor partners and civil society to share experiences and explore strategies for advancing gender equality goals in the new aid environment.

This call for Action was issued following the meeting on “Gender and Development: Towards Effective, Inclusive Development” Organized by the Ministry of Foreign Affairs and Trade, Republic of Korea and co-hosted by UN Women, in July 2011. The meeting sought to work towards a consensus on the political message that partner countries, DAC members, South-South cooperation providers, multilaterals and CSOs can engage to ensure a catalytic role of gender equality in achieving development goals.

The following document, a product of a UNIFEM supported program, is one of 7 analytical reports on Gender Responsive Budgets that were completed and published in the Follow the Money' Series, South Asia. The well-received reports, have been in wide demand by GRB practitioners from around the world. This initiative has also been highly influential in the increase of allocations reflecting women's priorities as well as the inclusion of women in the planning process of economic governance at the local level in India.

Systematization of the project, "Gender Equity: Citizenship, Labor and Family and Fundar". The assessment was carried out in conjunction with the Ministry of Health, as part of a reflection process for introducing a gender perspective into the planning and budgeting of the health sector in Mexico.

This booklet was commissioned by the Southern African Regional Office (SARO) of the United Nations Development Fund for Women (UNIFEM). UNIFEM has been supporting GRB work in the region for many years. It sees this booklet as yet another way in which it can link the work on GRB and rights.
